Overview

Beginning in 2004, the goal of the Duluth Housing 1000 Campaign was to create a net gain of 1000 new units of housing within the Dultuh city limits by 2010. Additionally, of these 1000 units, 1/3 or 333 new units would be affordable to people earning 80% or less of the area median income. In order to create housing units that are affordable to a wide range of income levels, the Housing 1000 plan calls for the following delineation of affordability goals based upon the most recent available Median Annual Income estimates.
